DEPARTMENT ORGANIZATION
Contract Administration is the unit of Capital Projects at UC Berkeley responsible for the formation and administration of agreements for professional, architectural and construction services on the Berkeley Campus. These services are provided in compliance with UC system-wide and Berkeley campus policies and procedures in addition to applicable local, state, federal, and international laws, rules and regulations.
Since 1998, Capital Project has grown in size and scope of services in order to meet the construction program of the Berkeley campus. The Contract Administration group has grown to meet project demands from just a few staff to currently 9 full-time professionals. During this time of growth the contracting services required to deliver construction projects on time and within budget have become more complex. This complexity in large part is due to the use of more complex “fast track” delivery systems, additional legislative requirements, more sophisticated contracting methods (for example, Construction Manager/General Contractor (CM/GC) and Federal Emergency Management Agency (FEMA) contract requirements). Additionally, Contract Administration (CA) staff assumes higher-level responsibilities to negotiate memoranda of understandings, service fee agreements, insurance provisions, and claim resolution.
The CA organization is led by the Director of Construction Policy and Claims and the Contracts Manager, and it is organized into three distinct units – the Major Contracts Unit (construction contracts valued at greater than $100,000); Design & Professional Services Unit (Architectural/Design and Professional Services contract services, dollar value unlimited); and the Brief Form Unit (construction contract requirements valued below $100,000 and blanket contracts for the sixteen departments that utilize them). This grouping offers focused and professionally administered contract services resulting in quicker service, more consistent quality and better risk management overview.
